Seawall vs. Bulkhead: What Is the Difference in Florida?
In everyday Florida waterfront use, the words seawall and bulkhead are often used interchangeably. Both can describe a vertical shoreline retaining wall built to hold soil in place and protect waterfront property.
Engineering guidance draws a more specific distinction. A bulkhead primarily retains land and prevents the shoreline from sliding or eroding, usually in low- to moderate-wave settings. A seawall is generally designed with greater emphasis on resisting waves, overtopping and coastal exposure.
In Florida permitting, however, the distinction is not always used rigidly. Florida Department of Environmental Protection resources commonly group them together as “seawall or bulkhead” shoreline-stabilization structures. The practical question is therefore not only what the wall is called, but what it does, where it is located, how it is built and what loads it must resist.

The distinction is functional, not simply visual. Two walls that look almost identical can be called different things depending on exposure and design intent.
How U.S. Army Corps Guidance Defines a Seawall
U.S. Army Corps coastal guidance describes a seawall as a structure built parallel to the coast whose principal function is to reduce wave overtopping and protect land and infrastructure from storm surge and larger waves.
Older USACE engineering manuals likewise describe seawalls as more massive structures whose primary purpose is intercepting wave action.
How U.S. Army Corps Guidance Defines a Bulkhead
USACE guidance defines bulkheads primarily as vertical shoreline-stabilization structures that retain land or prevent it from sliding.
Wave protection is secondary. Bulkheads are therefore commonly associated with lower- to moderate-wave settings such as canals, protected rivers, sheltered basins and interior waterways.
Why the Terms Are Still Used Interchangeably
Real waterfront structures do not always fit cleanly into one category. A wall on a canal may primarily retain soil but still resist boat wake. A wall on a tidal river may retain land while also reducing wave attack. A wall originally built as a bulkhead may later be exposed to greater wake or higher water levels.
That overlap is why USACE manuals acknowledge that “bulkhead” and “seawall” are often used interchangeably even though engineers can distinguish them by primary function.
Florida DEP Commonly Uses “Seawall or Bulkhead” Together
Florida DEP shoreline-stabilization resources commonly group the structures together. Current South District permitting resources, for example, provide sample drawings under a single “Seawall or Bulkhead” category.
Florida post-storm coastal guidance likewise refers to repairs and reconstruction of both seawalls and bulkheads under coastal-armoring rules.
This means permit terminology alone should not be used to infer that two projects have identical structural requirements.
A Bulkhead Is Still a Retaining Wall
At its core, a bulkhead is a waterfront retaining wall. It supports soil, grade, landscaping and often structures or pavement behind the shoreline.
The wall can be cantilevered from its embedment or supported with tiebacks, deadmen, anchor walls, piles or other systems.

A Seawall Is More Than a Retaining Wall in Exposed Conditions
When wave attack becomes a primary design condition, the wall must resist more than static soil pressure.
- wave impact;
- overtopping;
- storm surge;
- scour at the toe;
- cyclic loading;
- debris impact;
- higher water levels;
- combined soil and water pressure.
That additional exposure is why seawalls in engineering usage are often described as more substantial coastal structures.
Can a Canal Wall Be Called a Seawall?
Yes. In Florida residential practice, canal-front retaining walls are routinely called seawalls even when “bulkhead” would be the more precise engineering term.
The name does not change the repair need. Soil washout, cracked caps, leaning panels, tieback failure and erosion still need to be diagnosed based on the actual wall system.
Can an Intracoastal Wall Be a Bulkhead?
Potentially. A wall on the Intracoastal may primarily retain land while also experiencing substantial wake and tidal exposure.
Whether an engineer describes it as a bulkhead or seawall depends on design function and exposure. The permit agency may use either term or group both together.
Seawalls and Bulkheads Can Use the Same Materials
The names do not correspond to one specific material.
- reinforced concrete;
- vinyl or PVC sheet piling;
- steel sheet piling;
- aluminum sheet piling;
- treated timber;
- composite sheet systems;
- hybrid systems using concrete caps, steel anchors and other components.

Anchored and Cantilevered Walls
Both seawalls and bulkheads can be constructed as cantilevered or anchored walls.
A cantilever wall relies heavily on sheet or panel embedment below grade. An anchored wall uses tie rods, deadmen, anchor walls or other structural supports to resist lateral loading.

Bulkhead vs. Revetment
A bulkhead is a vertical or near-vertical retaining wall. A revetment is a sloped shoreline-protection system, commonly using stone, riprap, concrete units or other armoring.
Revetments dissipate wave energy across a slope and usually occupy more horizontal shoreline footprint than a bulkhead.
Seawall vs. Revetment
A seawall typically presents a relatively steep or vertical face intended to protect the land behind it, while a revetment armors a sloping shoreline.
Both can be used for coastal protection, but their geometry, wave behavior, habitat effects, footprint and permitting can be very different.
Bulkhead vs. Retaining Wall
All bulkheads are retaining walls in the broad structural sense, but not every retaining wall is a bulkhead.
“Bulkhead” usually implies a retaining wall directly associated with a shoreline or waterfront edge. An inland retaining wall can support grade without interacting with a waterbody.
Seawall vs. Floodwall
A seawall protects a shoreline from waves, erosion and overtopping. A floodwall primarily blocks floodwater from entering protected land.
One structure can sometimes perform both functions, but floodwalls are generally evaluated around flood-control performance rather than shoreline retention alone.
Seawall vs. Sea Dike
USACE guidance distinguishes seawalls from larger flood-control structures such as sea dikes. A sea dike is typically a high, armored embankment or barrier intended to prevent coastal flooding across low-lying land.
A residential waterfront retaining wall is not automatically a sea dike simply because it reduces flooding.
Which Is Better: Seawall or Bulkhead?
Neither term identifies a better structure.
The correct system depends on wave exposure, retained height, soil conditions, wall length, property use, flood elevation, structural loading, shoreline footprint and permit requirements.
A wall designed for a sheltered canal may be completely appropriate as a bulkhead but inappropriate for open-ocean wave exposure. A massive coastal seawall would usually be unnecessary for a low-load protected basin.
Do Bulkheads Fail Differently from Seawalls?
Many failure modes overlap because both are retaining systems.
- soil washout;
- joint leakage;
- cap cracking;
- tieback or anchor failure;
- panel deterioration;
- toe scour;
- leaning or bowing;
- corrosion;
- drainage failure;
- wall-end erosion.
More exposed seawalls can also experience stronger wave impact, overtopping and storm-related loading.
Soil Washout Behind Seawalls and Bulkheads
Both wall types retain soil, so both can develop voids when soil escapes through joints, cracks, penetrations, wall ends or around damaged sections.
Recurring washout can lead to sinking pavers, holes, settlement and loss of support behind the wall.

Drainage Matters for Both
Seawalls and bulkheads have to manage groundwater and surface water behind the wall.
Weep holes, underdrains, free-draining backfill and filter media can reduce hydrostatic pressure while retaining soil.

Toe Scour Can Affect Both Wall Types
Current, wake and wave action can remove sediment from the toe of a seawall or bulkhead.
Loss of toe support or effective embedment can contribute to wall rotation or movement even when the exposed panels remain in relatively good condition.
Can a Bulkhead Have a Concrete Cap?
Yes. Vinyl, steel, timber or concrete bulkheads can use reinforced concrete caps depending on the structural system.
The cap can distribute load, connect panels and create a finished top edge, but it can also crack or spall independently of the wall below.

Can a Bulkhead Use Tiebacks?
Yes. Anchored bulkheads commonly use tie rods, deadmen or anchor walls. In fact, anchored sheet-pile bulkheads are one of the standard structural forms described in USACE guidance.
Can a Seawall Be Cantilevered?
Yes. A seawall can be cantilevered when the sheet or wall section and embedment provide enough resistance for the required load.
The structural arrangement should be selected from design loads and soil conditions, not from whether the owner calls the wall a seawall or bulkhead.
Does the Name Affect Seawall or Bulkhead Repair?
Usually less than the actual failure mechanism.
If the problem is a cracked cap, the repair is driven by cap condition. If soil is washing out, the erosion pathway matters. If the wall is leaning, anchors, embedment and toe support matter. If panels are corroded or spalling, material condition matters.

Does the Name Affect Permitting?
Permit forms and local codes can use one term, the other or both together.
Florida DEP commonly groups seawalls and bulkheads within shoreline-stabilization permitting. Local governments may use terms such as seawall, bulkhead, tidal flood barrier, marine structure or retaining wall depending on their code.
The permit path is determined by the work and location: structural alteration, waterward alignment, dredge or fill, wetlands, submerged lands, mangroves, navigation and coastal-control rules can all matter.

Oceanfront Seawalls Are a Different Regulatory Case
Structures on Atlantic, Gulf or Straits beaches can fall under Florida Coastal Construction Control Line rules and, where applicable, Joint Coastal Permitting.
An interior canal bulkhead generally follows a different regulatory path from oceanfront coastal armoring even if both are vertical walls.
Can You Replace a Bulkhead with a Seawall?
Potentially, but the answer depends on what “seawall” means in the proposed design.
A replacement can change material or structural system if it satisfies current engineering and permit requirements. That does not automatically create permission to move the wall farther waterward, increase shoreline footprint or construct a more massive wall than the site allows.

Can You Replace a Seawall with a Bulkhead?
In a protected setting, a replacement may function primarily as a bulkhead even if the old structure was commonly called a seawall.
What matters is whether the new system safely resists the actual soil, water, surcharge and wave loads and complies with current shoreline rules.
How Materials Affect the Terminology
Material does not determine the name. A vinyl wall can be called a seawall or bulkhead. The same is true for concrete or steel.
Function and exposure are the more meaningful distinction.
How Long Do Seawalls and Bulkheads Last?
There is no universal lifespan for either category.
Service life depends on material, engineering, saltwater exposure, anchors, corrosion, drainage, scour, soil loss, wave loading, maintenance and construction quality.

Which Costs More: Seawall or Bulkhead?
The terminology does not determine cost.
Cost is driven by retained height, wall material, structural capacity, embedment, anchors, access, water depth, demolition, cap design, permits and exposure.
A heavily engineered bulkhead can cost more than a simple seawall, and an exposed coastal seawall can cost much more than a protected canal wall.

How to Tell What Type of Wall You Have
- Identify the waterbody. Ocean, bay, river, Intracoastal, canal and lake exposure differ.
- Look at the wall form. Vertical sheet piling, concrete panels and sloped riprap are different systems.
- Review permits or plans. The approved documents may call it a seawall, bulkhead or marine structure.
- Check anchors. Tie rods or deadmen indicate an anchored retaining-wall system.
- Assess exposure. Heavy wave loading makes the seawall definition more functionally relevant.
- Do not rely on neighborhood terminology alone. Local usage may call every waterfront wall a seawall.

- embedment and toe support;
- soil washout;
- drainage;
- wave and wake exposure;
- wall elevation;
- permit history and current code.

When a Seawall or Bulkhead Needs Repair
- soil washout keeps returning;
- pavers or patios are sinking;
- joints are opening;
- concrete is spalling;
- the cap is cracked or displaced;
- the wall is leaning or bowing;
- anchors appear to be failing;
- toe scour is visible;
- wall-end erosion is progressing.

Repair or Replace a Seawall or Bulkhead?
The decision should be based on condition rather than terminology.
Repair may remain practical when deterioration is localized, structural support can be restored and most of the wall remains serviceable. Replacement becomes more likely when material failure is widespread, movement is substantial, anchors have lost capacity, toe support is compromised or repeated repairs no longer provide durable control.
